Progesterone begins to rise at ovulation and reaches a peak a week post ovulation. Peak levels can be as low as 10 ng/ml. A level of 4 is not adequate if it was properly time. It would be normal, however, if it was drawn less than or more than 7 days post ovulation since it may be on the way up or on the way down.
As with all fertility test, make sure it was timed properly.
