I know I'm lucky. It worked the first time for us.
BUT, since our dx was male factor, the first place we went was Cornell. Our theory was since our only option was ICSI, we needed a program with an outstanding lab. Also, since we had no insurance coverage, any program we went to would be expensive. It seemed like a better gamble to go to a place that had a lot of experience with male factor, on the theory that would maximize our chances. Cornell seemed like a good choice.
Only you know in your heart when it is time to move on. If you want to try again, and I think you do, I'd say get another opinion.
